That was the brief, pretty much. BRCS was developing a roster of economic security specialists, but the training was seen as rather routine, not providing sufficient basis for deployment or reliably representing the challenges that could be faced.
A scenario was developed that would embrace all the issues that BRCS wanted, interspersed with technical presentations and ensuring that the participants – highly skilled emergency practitioners all – had effective opportunities to contribute fully.
The HES roster includes specialists in livelihoods and market systems as well as household economy, and they are expected to lead or support detailed response option analysis and programme design.
