This short piece of work was commissioned by ICVA on behalf of its members, as the relationship between UNHCR and its implementing partners was being reviewed. The huge changes to the structure of the new contract made understanding the implications difficult.
The analysis identified the important changes to roles, responsibilities and timelines, documented these clearly, and added some strategic risk analysis.
