Relief assessment, feeding into the Federation’s revised strategic plan for recovery

In 2011 I was asked to return to Haiti as the leader of a small team, to undertake an assessment of unmet relief needs, and answer the specific (but nonetheless challenging) question:

What’s the correct balance of relief and recovery activities in the Federation’s Plan of Action?

One aspect of this was to make projections based on conflicting secondary data about the likely caseload of people in camps over the next 2-3 years (and we were pretty accurate!)

As a sideline, I worked with a Beneficiary Communications delegate to design and implement a beneficiary survey by automated SMS in Haitian Creole.  We learned lots – quite a bit about the uses that Hygiene Kits could be put to, and quite a bit about how shorthand sms Creole can play havoc with multiple choice answers.
