This was a large, formal WFP evaluation through the consulting company Konterra, leading a team of three consultants. The programme was a multi-year capacity building initiative, working with local government to strengthen DRR and CCA capacity across multiple sites in all parts of the Philippines.
The programme had delivered some solid outputs, and was highly appreciated by key government stakeholders at all levels, but the data collection and monitoring were such that it was almost impossible to demonstrate impact or attribute progress to the programme.
The report will be made public soon, together with the management response.
