This was the first of three pieces of guidance I wrote for the Sphere Project over several years as part of the Sphere Unpacked series. After some discussion about the pros and cons of each approach, the monitoring guide was combined with the evaluation guide, which I wrote the following year.
Each of the guides has been translated into several languages.
